No significant fiscal implication to the State is anticipated.
The bill would require the Health and Human Services Commission (HHSC) to develop a voluntary program for recognizing before- and after-school programs that promote healthy eating and physical activity. Before- and after-school programs seeking recognition under the program would evaluate their compliance with requirements established by the bill, which include minimum thresholds for physical activity, screen time limitations, diet options, and staff training.
HHSC would establish levels of recognition for before- and after-school programs. The programs would notify the commission of the level of recognition for which it qualified, and would be responsible for notifying the commission of any change in the program's recognition level or status.
HHSC would maintain a list of recognized programs by recognition level and post the list on the commission's website. HHSC would update the list at least quarterly to reflect any changes in a program's recognition level.
HHSC indicates the provisions of the bill could be absorbed using existing resources.
