No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code to expand the sources of water that may be included in a permitted aquifer storage and recovery project with associated water rights under certain circumstances as provided in the bill.
Based on the analysis of the Texas Commission on Environmental Quality, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
The bill would take effect immediately upon receiving a two-thirds vote in both houses; otherwise, the bill would take effect September 1, 2019.
