March 11, 2019

TO:
Honorable Terry Canales, Chair, House Committee on Transportation

FROM:

Legislative Budget Board

IN RE:
HB742 by Davis, Yvonne (Relating to railroad crew size requirements; imposing a civil penalty.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to prohibit a railroad company from operating a freight train with fewer than two crew members. A railroad company that violates the restriction would subject to a civil penalty.

Based on the analysis of the Office of the Attorney General and the Office of Court Administration, it is assumed implementation of the bill would not result in a significant fiscal impact to the state.

Local Government Impact

According to the Texas Association of Counties, no fiscal impact to counties is anticipated.
