Fiscal Analysis

The bill would require Sam Houston State University to establish an office of first responder support within the Bill Blackwood Law Enforcement Management Institute of Texas. Under provisions of the bill, the president of Sam Houston State University is required to appoint a support coordinator as the administrative head of the office.

Methodology

Based on information provided by Sam Houston State University, salary and benefits associated with hiring a support coordinator total $89,318 beginning in fiscal year 2020 and increasing to $100,541 by fiscal year 2024. Sam Houston State University also identified travel costs of $6,000 per year beginning in fiscal year 2020. The Bill Blackwood Law Enforcement Management Institute of Texas is funded by a general revenue-dedicated account supported by court costs collected from defendants convicted under certain sections of the penal code. As a result costs associated with the hiring of the support coordinator are shown as costs to General Revenue-Dedicated Account 581, Law Enforcement Management of Texas in the table above.
