LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

March 5, 2019

TO:
Honorable Senfronia Thompson, Chair, House Committee on Public Health

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB800 by Howard (Relating to covered benefits under the child health plan.), As Introduced

No significant fiscal implication to the State is anticipated in the 2020-21 biennium. Savings may increase and become significant in future years.

The bill would add prescription contraceptive drugs and devices as covered benefits in the Children's Health Insurance Program (CHIP), with certain limitations. It is assumed any costs associated with providing the additional CHIP benefit would be more than offset by Medicaid and CHIP savings associated with averted births. Savings would not be expected to be significant in the 2020-21 biennium but could become significant in fiscal year 2022 and beyond.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
