FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 4, 2019

TO:
Honorable James B. Frank, Chair, House Committee on Human Services

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB823 by Davis, Yvonne (Relating to an expedited on-site health inspection process for assisted living facility license applicants.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would add on-site health inspections to the list of inspection types of assisted living facility license applicants that are subject to an expedited inspection. The Health and Human Services Commission (HHSC) indicates that these changes would require application and system modifications to allow for the payment of fees related to an expedited inspection, and also to allow for the ability to refund a payment in certain circumstances. Based on LBB analysis of information provided by HHSC, these activities could be completed with existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
