No fiscal implication to the State is anticipated.

Under provisions of the bill, the governing board of an institution of higher education may not charge a fee of more than $10 for the issuance of an official transcript. Fees for transcript are classified as institutional funds and therefore there would be no cost to the state. Most institutions of higher education reported that the bill would not have a significant impact on fee revenue. The University of Texas at Austin reported that the loss in revenue would be approximately $800,000 per year. The University of Houston System reported the loss in revenue to their component institutions would be $225,000 per year.

No fiscal implication to units of local government is anticipated.
