FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

March 25, 2019

TO:
Honorable Dan Huberty, Chair, House Committee on Public Education

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB876 by Allen (Relating to the model training curriculum and required training for school district peace officers and school resource officers.), As Introduced

No fiscal implication to the State is anticipated.

It is assumed that the provisions of the bill relating to the model training curriculum and required training for school district peace officers and school resource officers could be absorbed using existing resources.

Local Government Impact

According to the Texas Education Agency, the bill could have a financial impact on school districts with less than 30,000 students, as all such school districts who wish to have a peace officer on a dedicated assignment at a school in the school district will have to ensure that any such peace officer is trained as required by this bill. The three-day training course from the National Association of School Resource Officers costs $395, and the Texas Commission on Law Enforcement's School-Based Law Enforcement Proficiency Certificate application fee costs $35. In addition, costs might include tuition for the education and training program, travel to attend the training, and time without an officer.
