No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 707 of the Transportation Code to prohibit a county tax assessor-collector and the Department of Motor Vehicles (DMV) from refusing to register a motor vehicle alleged to have been involved in a violation related to a photographic traffic signal solely because the owner of the motor vehicle is delinquent in the payment of a civil penalty imposed under Chapter 707.

Based on the analysis of the Comptroller's office and DMV, it is assumed the bill would not result in a significant fiscal impact to the State.

Local Government Impact

The Texas Municipal League reports that the bill would impact certain municipalities that currently use vehicle registration denial as method of enforcing payment of a civil penalty related to a traffic violation detected by a red light camera.
