April 2, 2019

TO:
Honorable Garnet Coleman, Chair, House Committee on County Affairs

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB924 by Zedler (Relating to county surety bond requirements for concrete batch plants.), As Introduced

No fiscal implication to the State is anticipated.

The bill amends the Transportation Code to allow a commissioners court to require the owner of a concrete batch plant to post a surety bond to repair damage to a highway caused by the operation of the plant.

Local Government Impact

According to Harris County, the county does not anticipate a significant fiscal impact from the bill. While there would be some costs to the county (e.g., from auditing provisions) the county believes those costs would be absorbed within current operations.
