The fiscal implications of the bill cannot be determined at this time because the cost to contract with an independent vendor to conduct a study on reducing air temperature is unknown.
The bill would amend the Government Code to require the Texas Department of Criminal Justice (TDCJ) to conduct a study on reducing air temperature in facilities operated by TDCJ. The bill would require TDCJ to contract with a qualified independent vendor and submit a report no later than August 31, 2020. According to TDCJ, the cost of implementing the provisions of this bill cannot be determined until a contract is solicited and awarded to a qualified, independent vendor.
The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. If not, the bill would take effect September 1, 2019.
