Fiscal Analysis

The bill amends the Health and Safety code to require any contracted renovation or construction of a publically-accessible restroom to include a diaper changing station.

The bill would take effect September 1, 2019.

Methodology

According to analysis by the Texas Facilities Commission, the agency manages 71 sites with publically-accessible restrooms that do not presently have diaper changing stations. The provisions of the bill would require an average of two changing stations per site, or one per restroom. The agency anticipates installing diaper changing stations in 12 sites in fiscal year 2020, 13 sites in fiscal year 2021, 15 sites in fiscal year 2022, 15 sites in fiscal year 2023 and 16 sites in fiscal year 2024 for a total of 71 sites in this five-year span.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
