HB978 by Beckley (Relating to certain statutory changes to reflect and address same-sex marriages and parenting relationships and to the removal of provisions regarding the criminality or unacceptability of homosexual conduct.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Family Code to require the Department of State Health Services (DSHS) to change the application for marriage license form and the declaration of informal marriage form from using gender-specific terminology to using neutral terminology to refer to a person of either gender.
 
The bill would amend the Health and Safety Code to remove certain requirements related to  DSHS educational materials for minors and materials relating to sexual education and sexually transmitted diseases.  
 
The agency indicates the provisions of the bill can be implemented within existing resources.
