No significant fiscal implication to the State is anticipated.
The bill would amend the Civil Practice and Remedies Code to prohibit a government entity from discriminating against a person or organization based on a action taken in accordance with a sincerely held religious belief and to allow a person or organization to sue a governmental entity for any violation of the prohibition.
Based on the analysis of the Office of Court Administration and the Higher Education Coordinating Board, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
The bill would take effect September 1, 2019.
