FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 10, 2019

TO:
Honorable Charles Perry, Chair, Senate Committee on Water & Rural Affairs

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB1066 by Ashby (Relating to extensions of an expired permit for the transfer of groundwater from a groundwater conservation district.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would amend the Water Code relating to extensions of expired permits for the transfer of groundwater from a groundwater conservation district.

Local Government Impact

According to Bluebonnet Groundwater Conservation District, the bill would not have a fiscal impact to the district as their permitting system ensures that a new date of issue for one permit consolidates all other permits into a uniform expiration date.  To the extent that other districts follow this approach, the bill would also have no significant fiscal impact on units of local government.
