No significant fiscal implication to the State is anticipated.

The bill would amend the Civil Practice and Remedies Code to make a health insurance carrier liable for damages for harm caused to an insured person when the carrier violates certain preferred provider laws. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
 
The bill would take effect September 1, 2019.
