No significant fiscal implication to the State is anticipated.
The bill would require the Texas Commission of Licensing and Regulation to biennially adjust fees which a vehicle storage facility may charge related to a vehicle's storage according to the percentage increase or decrease, if any, in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) most recently published by the Bureau of Labor Statistics. The bill would also require the commission to notify licensed vehicle storage facilities of the adjustment, and to allow a reasonable period for implementation of the adjustment.
The bill would take effect September 1, 2019.
It is assumed that the provisions of the bill relating to the adjustment of fees for vehicles stored at vehicle storage facilities and any potential increase in complaints against those regulated facilities could be absorbed using existing resources at the Department of Licensing and Regulation.
