No significant fiscal implication to the State is anticipated.
The bill would require the Office of the Attorney General to establish the Human Trafficking Prevention Coordinating Council to develop and implement a five-year strategic plan for preventing human trafficking in Texas. The council would be composed of the governor, the attorney general, members of six state agencies, and one representative of any other state agency deemed necessary by the council and the Human Trafficking Task Force established under Government Code, Section 402.035.
The council would be required to submit the strategic plan to the legislature not later than May 1, 2020, then each five-year period afterward. Beginning the following year after the strategic plan is submitted, the council would also be required to submit to the legislature an annual report detailing the progress of the strategic plan's implementation.
The bill would take effect September 1, 2019.
It is assumed that the provisions of the bill relating to agencies' participation in the council could be absorbed using existing resources.
