Fiscal Analysis

The bill would amend the Election Code relating to the posting on the Secretary of State's internet website of a database containing information about each holder of and candidate for all elected offices of the state.

The bill would take effect September 1, 2019.

Methodology

Based on the analysis of the Secretary of State, the initial design and implementation of a new application to display all candidates and office holders in an internet-accessible database would require contracting with a vendor. In addition, ongoing maintenance of the system and of the information contained in the system would require technology and program staff resources. This analysis assumes funding would be required for salaries and staff start up costs for 1 information technology FTE and 3 elections administration FTEs to provide ongoing maintenance of the system.

Local Government Impact

According to the Texas Association of Counties, no significant fiscal implication to units of local government is anticipated.
