No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 161 of the Health and Safety Code to require the Health and Human Services Commission to create a rule that provides direct access to the immunization registry managed by the Department of State Health Services to first responders, their employers, or their acting supervisors for verification of the first responder's immunization history. It is assumed that the provisions of the bill could be implemented using existing resources. The bill would take effect September 1, 2019.
