FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

May 15, 2019

TO:
Honorable Dennis Bonnen, Speaker of the House, House of Representatives

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB1262 by Bell, Keith (Relating to the extended registration of certain vehicles not subject to inspection.), As Passed 2nd House

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Department of Motor Vehicles (DMV) to develop and implement a system to allow an owner of a trailer, semitrailer, or pole trailer weighing 7,500 pounds or less to register the vehicle for an extended period of not more than five years. Payment of all applicable fees for the entire registration period would be due at the time of the registration of the eligible vehicle. The bill would require the fee established in §548.510 for vehicles not subject to inspection to be remitted to the Comptroller for deposit in the Texas Mobility Fund, General Revenue Fund, and the Clean Air Account in amounts proportionate to the current statutory allocation.

Based on the information and analysis provided by DMV, it is assumed implementation of the system of extended registration for eligible vehicles would not result in a significant impact to receipts from applicable fees paid at the time of vehicle registration. Based on LBB staff analysis of information provided by DMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

Local Government Impact

Based on the information and analysis provided by DMV, it is assumed implementation of the bill would not result in a significant fiscal or operational impact to the counties.
