No significant fiscal implication to the State is anticipated.

The incremental changes in the substituted version of the bill would not have a net fiscal impact to the state. While the language requiring 60 consecutive days of state active duty, state training, or other duty before receiving state benefits would likely be a cost savings to the state by reducing the number of guard members eligible for benefits, the total cost savings are not anticipated to be significant.
