HB1363 by Wu (Relating to the civil prosecution of offenses involving certain municipal parking ordinances; authorizing a civil fine.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize certain municipalities to prosecute parking on private property in certain circumstances as a civil offense.

Local Government Impact

According to the City of Houston, the bill would have an insignificant fiscal impact to operations as Parking Compliance Officers are already in neighborhoods enforcing parking violations. Locations authorized by the bill would be added to existing beats and not require additional staff. Additional revenue generated by new violations would be insignificant as there are only 190 locations currently affected by the bill.  The city also believes that, as residents are cited, most would rectify their parking situation to avoid parking citations while parked at home
