No significant fiscal implication to the State is anticipated.
The bill would amend Subchapter B, Chapter 112 of the Transportation Code to prohibit a private entity from beginning construction of a high-speed rail project unless the Texas Department of Transportation (TxDOT) has determined that the private entity has acquired all real property necessary for the construction of the project.
TxDOT indicates that the bill would require the review of private entities' high-speed rail engineering and construction plans, review of land surveys, and legal analysis of land title and acquisition documents. Based on LBB staff review of the analysis provided by TxDOT, it is assumed any costs associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.
