March 11, 2019

TO:
Honorable James B. Frank, Chair, House Committee on Human Services

FROM:

IN RE:
HB1386 by Thompson, Senfronia (Relating to training and development activities for persons who may interact with an individual with autism or other pervasive developmental disorder.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC) to provide training related to interacting with individuals with autism or another pervasive developmental disorder to Department of Family and Protective Services personnel as well as certain school, medical, and law enforcement personnel. The bill would also require that HHSC ensure that their training and development activities under this section are evidence-based, applicable to the professional role of each type of personnel going through the training and development, and instructive regarding means of effectively communicating with individuals with limited social or verbal abilities. HHSC would be required to revise the training materials and methods in consultation with an institution of higher education at least once every five years.

It is assumed that the provisions of the bill could be absorbed using existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
