No significant fiscal implication to the State is anticipated.

It is assumed that the provisions of the bill relating to updating requirements for special education training and the composition of the SBEC Board could be absorbed using existing resources.

Local Government Impact

The bill would amend the Education Code to require school districts and open-enrollment charter schools to annually provide a training to new educators and certain existing educators that is a minimum of a four-hours long, delivered in person, and includes proactive and evidence-based inclusive instructional practices. The Texas Education Agency (TEA) assumes that local education agencies may incur costs associated with this training requirement. Costs would vary based on district size and how districts implement the training requirement.

The bill would also require Regional Education Service Centers to provide remote coaching to rural areas on the delivery of instruction and services to students with disabilities. This analysis assumes this may result in some additional costs for Regional Education Service Centers.
