No significant fiscal implication to the State is anticipated.
The bill would amend the Code of Criminal Procedure to permit public defender offices to hire privately-employed criminal defense attorneys to represent indigent persons in appearances before a magistrate. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house or on September 1, 2019.

According to the Texas Association of Counties, no significant fiscal impact to counties is anticipated.
