No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 223 and Chapter 370 of the Transportation Code to prohibit certain design-build contractors from making changes to the companies or entities identified as part of the design-build team in response to a request for proposals by the Texas Department of Transportation (TxDOT) or a Regional Mobility Authority (RMA) unless certain conditions are met. If a design-build contractor makes team changes in violation of the requirements of the bill, then any cost savings resulting from the team change would accrue to TxDOT or the RMA.
Based on the information and analysis provided by TxDOT, it is assumed implementation of the bill would not result in a significant fiscal or operational impact on the agency.
