No significant fiscal implication to the State is anticipated.
The bill would amend the Agriculture Code to give the Department of Agriculture (TDA) the authority to license and inspect livestock import-export facilities in Texas. The bill would direct TDA to adopt rules and set standards and to set fees at an amount necessary to cover the agency's direct and indirect costs of administering the program.
TDA estimates that there are less than ten livestock import-export facilities that would be impacted by the bill. Based on the analysis of the agency, there would be a minimal cost associated with implementing the program. This analysis assumes that sufficient revenue would be generated from the fees as necessary to cover the costs.
The bill would take effect September 1, 2019, or immediately if it receives a vote of two-thirds of all the members elected to each house.
