No significant fiscal implication to the State is anticipated.
The bill would establish the Mental Health Crisis and Suicide Prevention Task Force to study the efficacy and feasibility of creating a statewide crisis line for treating mental health crises and preventing suicide. The task force would also study the advantages and disadvantages of using an N-1-1 or other dial code for a statewide mental healthcrisis line. The task force would consist of 15 members, including two representatives from the Commission on State Emergency Communications (CSEC) and two representatives from the Health and Human Services Commission's (HHSC) mental health crisis services office. The task force would report their findings and recommendations not later than September 1, 2020.
CSEC and HHSC would have costs associated with having staff members serving on the task force. This analysis assumes those costs could be absorbed using existing resources.
