No significant fiscal implication to the State is anticipated.
The bill would require the Health and Human Services Commission, in consultation and collaboration with the Intellectual and Developmental Disability System Redesign Advisory Committee, to conduct a study on the interest lists maintained for certain Medicaid waiver programs that provide services to persons with intellectual and developmental disabilities, including Community Living Assistance and Support Services (CLASS), Home and Community-based Services (HCS), Deaf-Blind With Multiple Disabilities (DBMD), Texas Home Living (TxHmL), Medically Dependent Childrem (MDCP), and STAR+PLUS Home and Community Based Services (HBCS).
The study would consider several factors and identify strategies that could eliminate the lists in a way that results in the provision of person-centered services in the most integrated settings, including those that might result in additional federal funding, and the estimated costs of implementing those strategies by a certain date. The commission would submit the report to the legislature not later than September 1, 2020. Based on the findings of the study, the commission would be required to update its strategic plan.
It is assumed that the provisions of the bill could be absorbed using existing resources.
