No significant fiscal implication to the State is anticipated.
The bill would require the Health and Human Services Commission to conduct a study on the interest lists maintained for certain Medicaid waiver programs that provide services to persons with intellectual and developmental disabilities, including Community Living Assistance and Support Services (CLASS), Home and Community-based Services (HCS), Deaf-Blind With Multiple Disabilities (DBMD), and Texas Home Living (TxHmL). The study would consider and analyze the effect of a managed care delivery system on the lists and identify strategies that could eliminate the lists, including those that might result in additional federal funding, by a certain date. The commission would submit the report to the legislature not later than September 1, 2020.
It is assumed that the provisions of the bill could be absorbed using existing resources.
