HB1593 by Bell, Cecil (Relating to the Texas State Guard uniform and insignia fund.), As Introduced

The fiscal implications of the bill cannot be determined at this time. Although the bill would not make an appropriation, it would establish the basis for an appropriation.

The bill would amend Section 437.310 (b) of the Government Code relating to the Texas State Guard Uniform and Insignia Fund to expand the allowable contents of the fund to include money appropriated, credited, or transferred to the fund by the Legislature.

According to the Comptroller of Public Accounts, the bill would have no revenue implications; however, the bill creates a basis for appropriation. As the amount and timing of any potential appropriation is unknown, the fiscal impact cannot be estimated.

The Texas Military Department anticipates no significant fiscal implication as the result of the provisions of the bill.

This bill would take effect immediately upon enactment, assuming it received the requisite two-thirds majority votes in both houses of the Legislature. Otherwise, it would take effect September 1, 2019.





Local Government Impact

No significant fiscal implication to units of local government is anticipated.
