No significant fiscal implication to the State is anticipated.
The bill would amend the Human Resources Code to require any attorney employed or contracted by the Department of Family and Protective Services (DFPS) to represent the agency in a suit seeking the termination of the parent-child relationship or the appointment of a conservator for the child to complete a training program regarding trauma-informed care and the effect of trauma on children in the conservatorship of DFPS.
The bill would amend the Government Code to require the training and continuing education provided to judges to include a program regarding trauma-informed care and the effect of trauma on children in the conservatorship of the DFPS.
Based on the analysis of the Office of Court Administration and DFPS, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
The bill would take effect September 1, 2019.
