No significant fiscal implication to the State is anticipated.

The bill would amend provisions in Chapters 223 and 370 of the Transportation Code to provide authority for the Texas Department of Transportation (TxDOT) and regional mobility authorities (RMA) to enter into comprehensive development agreements (CDA), including authority to use CDAs to deliver specific projects identified in the bill. The authority to enter into CDAs for these projects would expire August 31, 2029.

Based on the information and analysis provided by TxDOT, it is assumed any costs or duties associated with implementing the proposed CDAs would be accommodated with the agency's existing resources and through the allocation of the agency's existing highway planning and construction funds.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
