No significant fiscal implication to the State is anticipated.
The bill would amend Chapter 42 of the Human Resources Code to require the Health and Human Services Commission (HHSC) to collect, compile, and publish data related to incidents reported at licensed day-care centers and data on each group of children four years of age and younger. According to HHSC, there would be minimal costs to modify existing applications and to collect, analyze, and report the required data. It is assumed that the provisions of the bill could be absorbed using existing resources. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2019.
