In addition, there is an estimated Two-year Net Impact to General Revenue Dedicated Clean Air Account No. 151 of ($800,000) through the biennium ending August 31, 2021.

The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Fiscal Analysis

The bill would amend the Health and Safety and Transportation Codes to allow the Texas Commission on Environmental Quality (TCEQ) and the Department of Public Safety to adopt rulemaking to include notification on a vehicle inspection report for a safety recall for which the vehicle has not been repaired or the repairs are incomplete.

Methodology

Based on information provided by the Texas Commission on Environmental Quality (TCEQ), this estimate assumes TCEQ would be required to modify vehicle emissions analyzer software to connect to a safety recall database in order to ensure recall information is printed on the vehicle inspection report for an estimated one-time cost of $800,000 in General Revenue-Dedicated Clean Air Account No. 151 funds in fiscal year 2020.

Technology

The bill would require one-time costs of $800,000 in fiscal year 2020 to update TCEQ's vehicle emissions analyzer software to meet the provisions of the bill.

Local Government Impact

No fiscal implication to units of local government is anticipated.
