No significant fiscal implication to the State is anticipated.
The bill would repeal Agriculture Code Sec. 131.043, which requires a person to obtain a permit to ship bees or related equipment between counties. The Department of Agriculture has indicated that the provisions of the bill could be implemented with existing resources.
The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2019.
