The fiscal implications of the bill cannot be determined at this time. Depending on the amount and timing of the grants distributed to five recovery community organizations providing services in counties with populations under 100,000, there would be some fiscal impact to the state.

The bill would require the Health and Human Services Commission (HHSC) to develop and operate a grant program to award grants to recovery community organizations (RCOs). The grants would fund a network of five RCOs to provide services in counties with population under 100,000.

RCOs would be defined in the bill as nonprofit organizations that mobilize resources to increase the prevalence and quality of recovery for persons with substance use disorder and their families, and which are governed by members of the local community that either are recovering from substance use disorder or are an affected family member. The bill would also require ten agencies, including HHSC, to identify available state resources that may be used to support and sustain RCOs throughout the state.

HHSC estimates that they would have costs related to FTEs to run the program and manage contracts with the five RCOs. This analysis assumes the agency could absorb these FTE costs with existing resources.

The timing and cost of the grants authorized by the bill are not known.

The nine agencies aside from HHSC that would identify state resources to support RCOs indicated that the bill would either have no fiscal impact or no significant fiscal impact.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
