No significant fiscal implication to the State is anticipated.
The bill would amend the Family Code to require a court to consider whether a parent has made a good faith effort to complete a substance abuse treatment program when determining whether extraordinary circumstances exist to extend a dismissal deadline. Based on the analysis of the Office of Court Administration and the Department of Family and Protective Services, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
The bill would take effect on September 1, 2019 and apply to suits filed before, on, or after the effective date.
