LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

March 9, 2019

TO:
Honorable James B. Frank, Chair, House Committee on Human Services

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB1848 by Klick (Relating to prevention of communicable diseases in certain long-term care facilities.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Health and Human Services Commission (HHSC) to ensure that each long-term care facility's infection prevention and control program includes a requirement for the facility to report to the health authority or the Department of State Health Services (DSHS) when two or more confirmed cases of influenza occur among facility residents within a 72-hour period.

The bill would require DSHS to establish a regional advisory committee in each public health region to address antimicrobial stewardship in long-term care facilities and improve antimicrobial stewardship through collaborative action.

Based on the Legislative Budget Board's analysis of information provided by DSHS, the agency could use existing resources to complete the provisions of the bill. HHSC indicates that any costs associated with the bill could be reasonably absorbed within current resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
