No significant fiscal implication to the State is anticipated.
The bill would amend the Agriculture Code to create the Texas Rural Water Advisory Council. The council would be composed of 15 members and would include appointees from the Department of Agriculture (TDA), Texas Parks and Wildlife Department, the Texas Commission on Environmental Quality, the Texas Department of Transportation, the State Soil and Water Conservation Board, the Lieutenant Governor, and the Speaker of the House. The council would be tasked with assisting TDA in assessing the effectiveness and need for rural water initiatives in Texas regarding a variety of issues. The bill would require the council to publish a best management practices guide and to make a report to the Legislature. Based on the analysis of the agencies involved, the provisions of the bill could be implemented with existing resources.
