HB1916 by Miller (Relating to requiring evidence-based trauma training for certain attorneys.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Family Code and the Government Code to require an attorney qualified for appointment as an attorney ad litem for a child in a child protection case to complete evidence-based trauma training.
 
The bill would require the Supreme Court to adopt rules to provide the training no later than December 1, 2019, and to mandate the state bar to count the hours of trauma-informed training toward the minimum continuing legal education requirements.

Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
 
The bill would take effect September 1, 2019, and would require attorneys already on the ad litem list on the effective date to complete the training no later than September 1, 2020.

No significant fiscal implication to units of local government is anticipated.
