April 22, 2019

TO:
Honorable Chris Turner, Chair, House Committee on Higher Education

Legislative Budget Board

IN RE:
HB1933 by Howard (relating to authorizing a public institution of higher education to include certain textbook costs in the institution's charge for tuition or required fees.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill relates to authorizing a public institution of higher education to include certain textbook costs in the institution's charge for tuition or required fees. The bill would allow the governing boards of institutions to establish a textbook affordability program where institutions could include the cost of any textbooks or materials required for a course in the required tuition and fees for the course. This analysis assumes that any costs for institutions of higher education to implement the provisions of the bill could be absorbed within current resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
