No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code as it relates to certain contract and notice requirements applicable to certain facilities used to house incarcerated offenders or releasees from the Texas Department of Criminal Justice (TDCJ). The bill would prohibit TDCJ from entering into certain housing contracts for a facility located in a county with a population greater than 3.3 million, unless the operator meets certain requirements. The bill would require TDCJ to maintain and submit records related to alternative housing. This analysis assumes that the fiscal impact of the bill is not anticipated to be significant. The bill would take effect September 1, 2019.
