No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code as it relates to certain contract and notice requirements applicable to certain facilities used to house incarcerated offenders or releasees from the Texas Department of Criminal Justice (TDCJ). The bill would prohibit TDCJ from entering into certain types of housing contracts with facilities lacking proof of specific compliances, and would further be required to maintain and submit records related to alternative housing. According to TDCJ, the provisions of the bill related to facility compliance with all applicable municipal and county regulations may have an indeterminate fiscal impact; however, this analysis assumes that the fiscal impact is not anticipated to be significant. The bill would take effect September 1, 2019.
