No significant fiscal implication to the State is anticipated.
The bill would exempt amendments to a water right from notice in certain circumstances. Based on the analysis of the Texas Commission on Environmental Quality, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
The bill would take effect immediately upon receiving a two-thirds vote in both houses; otherwise, the bill would take effect September 1, 2019.
Local Government Impact
According to the Texas Commission on Environmental Quality, there may be some cost savings for water rights applicants due to a reduction in information required for submission; however, that savings cannot be estimated.
