No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code relating to the health literacy advisory committee and health literacy in the state health plan.
The bill would require the statewide health coordinating council to form an advisory committee on health literacy. The advisory committee would have certain membership requirements and develop a long-range plan for increasing health literacy, including studying the economic impact of low health literacy on state health care programs and insurance coverage for residents and update the plan at least once every two years. The advisory committee would be required to identify key risk factors for low health literacy, examine methods for health care providers to address health literacy with patients and the public, and identify other methods to expand health literacy in the state.
The bill would require the advisory committee to submit the plan to the governor, the lieutenant governor, the speaker, and each member of the legislature before December 1 of each even-numbered year.
The bill would take effect September 1, 2019.
This analysis assumes the provisions of the bill can be implemented within existing resources.
