No significant fiscal implication to the State is anticipated.

The bill would require, as a condition for license renewal, training on identifying and assisting victims of human trafficking for a health care practitioner, other than a physician or nurse, who provides direct patient care. The executive commissioner of the Health and Human Services Commission (HHSC) would be required to approve eligible training courses, including at least one that is available free of charge, and post a list on the commission's website. The executive commissioner would be required to update the list of approved training courses as necessary and consider for approval training courses conducted by health care facilities.

The bill would also require physicians and nurses to complete a human trafficking prevention course approved by the executive commissioner as part of their continuing medical education or continuing competency program.

The Medical Board, Board of Nursing, and Board of Pharmacy indicate that the provisions of the bill could be absorbed using existing resources. HHSC would have costs related to establishing rules, approving the courses, and making the course available, but this analysis assumes those costs could be absorbed with existing resources.
