March 23, 2019

TO:
Honorable Dan Huberty, Chair, House Committee on Public Education

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB2074 by Wu ( relating to the duties of a public school counselor regarding student discipline.), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

Local Government Impact

The bill would prohibit school counselors from being required to serve in a disciplinary role at the school. To the extent that school counselors currently serve in a disciplinary role at a campus, the Texas Education Agency (TEA) assumes school districts and charter schools may incur costs to make changes in staffing assignments to comply with this legislation.
